The Statutes Do Not Change

Health and Safety Code section 18551 and Government Code section 51200 and following are California law and apply in Madera, Tulare, Kings and Merced counties exactly as in Fresno.

Then What Actually Differs?

Every office that has to act. The tax clearance certificate required before HCD will transfer a titled home comes from the tax collector of the county where the home is located, not from Fresno County. Cancellation findings are made by that county's board of supervisors. The 433A, if there is one, was recorded with that county's recorder. Searching the wrong county returns a clean result rather than an error, which is the quiet way this goes wrong.

Which County Holds the Parcel

Less obvious than it sounds along the valley, where towns sit close to county lines and postal addresses do not always match the jurisdiction.

The parcel record names it, and that is the fact to work from before making any enquiry. It determines the recorder, the assessor, the tax collector and the board of supervisors for everything on this site.

Contracts Are Widespread Across All of Them

These are agricultural counties and most agricultural counties participate in the programme. Roughly 10 million acres statewide are enrolled, and a substantial share of that acreage sits in this part of the state.

So the probability that a rural parcel out here carries a contract is meaningfully higher than the statewide average, and it is worth checking as a matter of course rather than only where something prompts the question.

Does Enforcement or Practice Vary by County?

The statute does not, and county practice on nonrenewal and cancellation petitions does. Some boards see these regularly and some rarely. That affects timetable rather than legal position, and it is worth asking your own county rather than reasoning from a neighbour's. Once acreage is designated for nonrenewal the state stops paying subventions to the county, which is one reason these filings are not treated as routine anywhere.
